1. Turn the oven to 375 degrees and preheat.
2. Spray an 8 x 8 inch baking dish with nonstick cooking spray.
3. Divide the Swiss cheese equally and place in the center of each chicken breast.
4. Set aside.
5. Combine the mustard and milk in a small bowl, mix well and set aside.
6. Mix together the parmesan cheese, bread crumbs, tarragon and black pepper in a medium bowl.
7. Roll each chicken breast up, beginning with the end that is smaller.
8. Dip each roll into the mustard mixture followed by the bread crumb mixture, making sure to coat completely.
9. Arrange the rolls into the baking dish with the rolled end on the bottom.
10. Cover with aluminum foil and bake for 30 minutes.
11. Remove the foil and bake until golden brown, which takes about 15 more minutes.
12. Serve and enjoy.
